Roberto specializes in urban policy analysis of sustainability transitions, science and technology policies, and policy innovation in cities.

Research

At Sciences Po, he has carried out research on policy capacities for urban sustainability transitions, sustainable mobility policies and low emission zones, the impact of environmental regulations in the buildings and housing sectors, and the implementation of European environmental regulations in cities.

Currently, Roberto is working on developing problem-solving methodologies for policymaking in cities.

In his PhD thesis, directed by Patrick Le Galès, Roberto made a comparative analysis of multi-level governance and policy coordination in Paris and Mexico City. By analyzing air quality and climate change policies, the work found that policy coordination processes are sequential rather than one-shot interactions due to the interplay of (1) institutions that shape governance arrangements by distributing competences and establishing frameworks for action, (2) cognitive frameworks and ideational processes that define references, paradigms, and problems, and (3) the strategic interactions taking place within. Coordination arrays remain steady until changes in the institutional context, either abrupt or incremental, rearrange the interactions by altering the action frameworks, leading to different coordination sequences.

Professional experience

Before joining Sciences Po, Roberto worked as a senior ministerial advisor for Science and Technology in Mexico (CONACYT) and Director of the System of Young Researchers in Mexico (known as Cátedras CONACYT).

As ministerial advisor, Roberto led Mexico’s efforts to measure national research and development activity following international standards established by the Organization for Economic Cooperation and Development (OECD), such as the Frascati Manual and the Oslo Manual. He was also the country’s representative to the OECD’s Working Party of National Experts on Science and Technology Indicators (NESTI) and the Committee for Scientific and Technology Policy (CSTP). At NESTI, he participated in discussions that led to updating the Frascati Manual.
