Migration, diasporas, companies, non-governmental organizations... the transnational society (Aron 1962) is animated by a great diversity of actors that states often see as a threat, sometimes as useful levers for action. This series of seminars explores the forms of public intervention with these actors.

What means and policies are implemented to enable public authorities to project their action beyond borders? And conversely, how do they react to the presence on their territory of organizations that can serve as a lever for other states? Do these modes of action vary according to the nature of the regime, its organizational structure (federal/centralized), its political economy (rentier/imperial/liberal state, etc.) under consideration?

In addition to an empirical survey of existing configurations in various regions of the world, this seminar series explores the relationship between territoriality, transnationalism, nationalism and public action. How can we think of the state apparatus not as an instrument for managing a population within a territory, but as a means of intervening in cross-border material, human and immaterial flows? What new forms of diplomacy result from the transnationalization of state structures?
