Descriptif du projet :
Ce projet évalue l’impact des politiques publiques encadrant l’accès aux soins des populations migrantes. On réalisera une évaluation socio-sanitaire et économique du recours au dispositif «Soins Urgents et Vitaux» (SUV) dévolu aux patients migrants sans prise en charge sociale et on analysera l’impact de 2 réformes spécifiques de l’accès aux soins sur ce dispositif: -l’introduction en 2011 (et son retrait en 2012) d’un droit d’entrée à l’Aide Médicale d’Etat (AME) -la modification des conditions d’accès à la Protection Universelle Maladie (PUMa) pour les demandeurs d’asile en la subordonnant à un délai de 3 mois de résidence stable en France. Par l’exploitation des bases de données nationales du Programme de Médicalisation des Systèmes d’Information depuis 2010, ce travail permettra de décrire les séjours hospitaliers des patients pris en charge par le dispositif SUV et de les comparer en termes de consommation de soins à ceux pris en charge par l’AME et la PUMa. Enfin, on analysera les effets des modifications des conditions d’accès à l’AME et à la PUMa sur les hospitalisations au titre du dispositif SUV sur le plan quantitatif (évolution en nombre et en coût) et sur le plan qualitatif (pathologies, durées, sévérité).
