Prof. Anne Cullerre: “Ruling the seas”
Students both with and without previous military experience are able to enrol in Vice-Admiral Anne Cullerre’s course, “Ruling the seas”, provided that they have an interest in the “untamable realm” that is the ocean, with all of its geopolitical rivalries, territorial disputes, environmental challenges...and pirates. While “a smooth sea never made a skilled sailor”, a skilled sailor certainly makes a great teacher!

The first woman to obtain such a high rank in French marine history, Vice Admiral Anne Cullerre was also one of the first to board a combat ship. In her 35 years as a naval officer, Anne Cullerre has commanded the armed forces in French Polynesia, the naval forces in the Pacific Ocean, and led the Pacific Testing Centre. She was also the first woman deputy of the Marines’ aeronaval operations base. At Sciences Po, she teaches the class “Ruling the seas” at the Havre campus (for the Europe-Asia programme).
