The New European Framework for Science Diplomacy: Challenges and Opportunities Ahead

Science, technology, and innovation are both reshaping and being shaped by international relations. The newly released EU Science Diplomacy Framework (February 2025 EU Science Diplomacy Framework), chaired by our guest Dr. Jan Marco Müller and developed through a collective effort of experts across Europe, is a forward-looking response to this evolving landscape. As the European Union seeks to define its distinctive role in science diplomacy, it must carefully balance leveraging Europe’s scientific and innovation ecosystem, addressing global commons—including the often-overlooked Sustainable Development Goals—and navigating an increasingly scientifically competitive and politically disruptive environment. What are the key challenges and opportunities facing the EU in this endeavor? How can science diplomacy contribute to the EU’s new global strategy, and in what ways?
