Make to learn: prototypes as a bridge between design and evaluation

Abstract

In recent years, there has been a proliferation of design approaches in public policymaking. Of these approaches, prototyping is especially common because it seems to address the key question for policy practitioners: Will the solution work?

This presentation aims to share insights from policy design that could advance evaluation practice. We briefly characterize policy design and lay out the typical process. Then, we focus on presenting a spectrum of prototyping methods used in real-world policymaking. We conclude by discussing potential synergies between design and evaluation that could be productive for public policy practice.

Speakers

Karol Olejniczak is the head of the Center for Policy Design and Evaluation at SWPS University, Poland, and a co-founder of EGO – Evaluation for Government Organizations. His work focuses on program evaluation, policy design, and using games and behavioral insights in public policy. He was a visiting scholar at the Ostrom Workshop - Indiana University, and twice a research fellow at The George Washington University (the Kosciuszko Foundation and the Fulbright Program).

Aidan Hudson-Lapore is a Doctoral Candidate in Political Sciences and Administration at SWPS University, and a member of the CoDesign4Transitions doctoral network. Her research focuses on the role of design methods in supporting evidence translation, especially in the context of climate mitigation and adaptation policy. Prior to joining the CoDesign4Transitions network, Aidan practiced as a designer in the private, academic, and public sector. Her previous roles include Service Design at The Office of Evaluation Sciences in the U.S. General Services Administration, The Policy Lab at Brown University, and PPL Electric Utilities.
