Lawyer-politician from a well-to-do land-owning family of Punjab, he served as a member of the first Constituent Assembly of Pakistan (1947-1954) and became Chief Minister of Punjab in 1951. He was instrumental in the Anti-Ahmadi riots that broke out in March 1953 in Punjab as he tried to take advantage from the anti-Ahmadi agitation sparked by religious groups and consequently let them to attack Ahmadis with the blessing of the Punjab administration. When the army intervened, imposing martial law in the province, he was deposed from the office of Chief Minister.
