The Technology and Global Affairs Innovation Hub is led by the Executive Director Constance de Leusse, working under the authority of the Dean of the Paris School of International Affairs Arancha González.

The Hub helps current leaders to better understand the arising dilemmas on technology and global affairs, and provides an additional platform to the Master in Technology and Global Affairs in training future leaders. The Master, launched jointly as a dual degree between the Paris School of International Affairs (PSIA) and IE’s School of Politics, Economics and Global Affairs (IE-SPEGA), takes a multidisciplinary approach to prepare individuals to navigate skillfully the complex intersection of rapid technological change and the transformation of the global geopolitical landscape.

Constance de Leusse is the Executive Director of the Tech and Global Affairs Innovation Hub at Sciences Po PSIA. She is also a Senior Fellow of the European University Institute (EUI) in Florence. Before joining Sciences Po, she was executive director of the Project Liberty Institute (2022-2024) and vice-president of the Internet Society (2006-2022), the international NGO founded by the inventor of the Internet, Vint Cerf. She was also seconded to UNESCO to develop the UN agency's digital strategy (2013-2014). She was appointed by the Secretary General of the UN as advisor to the Internet Governance Forum (2013-2016). Finally, before joining ISOC, she worked in the services of the French Prime Minister in the media development department (2003-2006).

The Hub collaborates with a wide network of practitioners, professionals and academic experts including Florence G’Sell, Professor of private law at the University of Lorraine, Associate researcher at IHEJ and Director of the Chair Digital, Governance and Sovereignty at Sciences Po. Associated experts, such as Camille Grenier,and Pierre Noro are also invited to work with the Hub team on specific projects.
