MORNING SESSION

Session 1: A Fragmented Global Landscape and the Rise of Non-State Actors

09:30-11:00
The world has become increasingly fragmented and less Westphalian. In the context of these transformations, our debate will enable us to discuss to whom diplomats talk and in which format (the UN, G7, G20, BRICS, Normandy, etc.). The panel will also question whether non-governmental actors such as NGOs or private individuals have become their new interlocutors.
Moderator: Enrico Letta, Dean of PSIA
With:
- Thomas Bagger, Head of Policy Planning, German Federal Foreign Office
- Manuel Lafont Rapnouil, Head of the Paris office, European Council on Foreign Relations
- Christian Lequesne, University Professor at Sciences Po, CERI
- Fyodor Lukyanov, Editor in Chief, Russia in Global Affairs

Session 2: Digital Diplomacy

11:30‐13:00
All human activities have indeed entered the digital age and so has diplomacy. This session will revolve around this transition and its manifold consequences: the use diplomats make of digital technologies, of course, but also the regulation of these technologies (ICANN, data protection, the application of national norms, etc.) – a question which has become more political than technical – and the new technological constraints the international system has to take into account (cyber espionage, Wikileaks and the Snowden case, etc.).
Moderator: Justin Vaïsse, Director of the Centre d’analyse, de prévision et de stratégie (CAPS), French Ministry of Foreign Affairs
With:
- David Martinon, Special Representative for International Negotiations on the Information Society and the Digital Economy, Ministry of Foreign Affairs, France
- Jan Melissen, Senior Research Fellow, Clingendael Institute, Professor of Diplomacy, University of Antwerp
- Arun Mohan Sukumar, Head, Cyber Initiative, Observer Research Foundation
- Ian Wallace, Senior Fellow in the International Security Program and Co-Director of the Cybersecurity Initiative at New America Foundation

AFTERNOON SESSION

Session 3: Shifting Values and Interests: The New Face of an Old Dilemma

14:30‐16:00
International politics have indeed long been a theater stage for conflicting principles and interests but the conditions under which the old dilemma plays out have been greatly transformed. Our debate will enable us to discuss these transformations: the ascent of the human rights theme in the last decades of the XXth century, as well as the globalization of news sources and more recently the omnipresence of social media.
Moderator: Jean-Baptiste Jeangène Vilmer, Centre d’analyse, de prévision et de stratégie (CAPS), French Ministry of Foreign Affairs
With
- Andrey Kortunov, Director General of the Russian International Affairs Council, President of the New Eurasia Foundation in Moscow

- Bruno Stagno-Ugarte, Executive Director of Human Rights Watch, Former Minister of Foreign Affairs of Costa Rica, Former Ambassador to the UN, PSIA Faculty
- Gilles Yabi, Founder of WATHI, Citizen Think Tank of West Africa, and former Project Director at International Crisis Group

Session 4: The Impact of Mediation on Diplomacy

16:30‐18:00
Mediation might be as old as conflicts but the number of actors specializing in mediation has multiplied lately, whether they be governments, regional and international organizations or even NGOs or private individuals. For every war there is a pool of mediators vying with each other to help solve the dispute. Our debate will enable us to discuss whether this evolution transformed the work of diplomats.
Moderator: Vanessa Scherrer, Vice-Dean of PSIA
With:
- Lakhdar Brahimi, Elder, Former Special Representative of the UN Secretary General, Former Minister of Foreign Affairs, Algeria, PSIA Faculty
