PSIA is pleased to host this conversation about EU-China relations between two PSIA Professors whose research focus on China. Stéphanie Balme and Yves Tiberghien will unpack the current dynamics and challenges of EU-China relations at this important moment. This discussion will be followed by an exchange with students in the audience.

Stéphanie Balme
Professor at PSIA, Researcher at CERI, Dean of the Undergraduate College at Sciences Po

Professor Balme's research focuses on China as an emerging scientific power, the concept of “science diplomacy”, EU-US-China relations, EU’s China foreign policy as well as the role of social sciences and humanities in the development of AI.

Stéphanie Balme has been a consultant for various international organizations such as the World Bank, OECD, IMF or the European Union, a founding member of ECLS (the EU-China Law Studies Association), vice-president of AERJFC (Association pour l’Etude et la Recherche Juridiques Franco-Chinoises). She has also been a Visiting Professor in numerous universities, including at the Chinese University of Hong Kong and Tsinghua University Law School

Stéphanie Balme was appointed Attachée for scientific and higher education cooperation at the French Embassy in Beijing (2017-18), was the head of Civil Law Initiative in Beijing (2010-11) and the China delegate of Médecins du monde's Adoption Department (1996-98).

 

Yves Tiberghien
Professor of Political Science and Konwakai Chair in Japanese Research at the University at the University of British Columbia, Vancouver, Canada ; Visiting Professor at PSIA, Sciences Po

Dr. Tiberghien’s current research focuses on the ongoing transition in the global economic and environmental order, in the face of new systemic risks, a changing balance of power, and the rise of populist political forces. He is also currently working on articles on China’s role in global and regional governance.

Yves Tiberghien is Distinguished Fellow at the Asia-Pacific Foundation of Canada and a Senior Fellow at the University of Alberta’s China Institute. He is an International Steering Committee Member at Pacific Trade and Development Conference (PAFTAD).

He has written numerous books include The East Asian Covid-19 Paradox (2021, Cambridge University Press) and L’Asie et le futur du monde (2012, Paris: Science Po Press). In 2020, he edited an online collection of papers on Japan’s leadership in the Liberal In International Order. He has published articles and book chapters on the political economy of Japan and China, global governance, global climate change politics, and the governance of agricultural biotechnology.
