Abstract

Using the case of the Waze for Cities data exchange program, this article analyses how platforms use their data capital to address criticism and legitimize their role in urban governance. While this program reflects the power asymmetries between the company and local actors, it is also of interest to the latter, that intend to use it to enhance their capacity to act. However, the limited use of this private data in local policies questions about the ability of platforms to turn these assets into political resources in their relationship with public players.
