Are metropolises governable?

Metropolises are multiplying and experiencing exceptional growth. Around thirty of them are about to surpass 15 million residents.
At the same time, they are facing colossal challenges arising from social, economic, (geo-)political and technological developments. Will they be able meet the challenges? If so, how? If not, why? What are their powers, margins of maneuver and limitations? The goal here is to present, illustrate and guide reflection on what can be summed up as the issue of metropolis governance.
