The Émile Boutmy scholarship

Sciences Po created the Émile Boutmy scholarship, named after the founder of Sciences Po (1871), in order to welcome the very best international students from outside the European Union. 

The Émile Boutmy scholarship fund benefits from the generous support of its sponsors (benefactors, companies, and foundations) who are eager to allow the most deserving international students to study at Sciences Po. Private sponsors can be in direct contact with scholarship holders during official organised events.

Eligibility requirements

To be eligible for the scholarship, students must be: first time applicants, from a non-European Union state, whose household does not file taxes within the European Union, and who have been admitted to the Undergraduate or Master's programme.

Students who are not eligible are:

  • Swiss and Norwegian applicants, since they may be entitled to CROUS scholarships
  • Candidates who have dual citizenship, one of them being an EU citizenship
  • Candidates from Quebec for master’s degree (since they may take advantage of sliding scale fees same as European applicants). Candidates from Quebec for a bachelor’s degree are eligible
  • Candidates for the Joint Master in Journalism and International Affairs and for the Master in journalism
  • Master’s level dual-degree candidates, unless you are applying for one of the following programmes:
    • the dual degree in Journalism Sciences Po/Columbia University
    • the dual degree Sciences Po/Fudan University with the concentration Europe-Asia in Global Affairs (only applicants with Chinese nationality)
    • the dual degree Sciences Po/Peking University (only applicants with Chinese nationality)
  • Ph.D. programme students (thesis)
  • Candidates for the 1 year Master's programmes
  • Bachelor dual degree candidates (unless as part of a specific agreement)
  • Exchange students
  • Candidates applying via the French graduate admission procedure

The Émile Boutmy scholarship may not be combined with other scholarships apart from exceptional cases decided by the jury (Eiffel scholarship, AEFE scholarship, BGF...).

Selection Criteria

This scholarship is awarded based on merit and according to the type of profile sought for this programme. Social criteria may also be taken into account.

Amount and length of the scholarship

The Émile Boutmy scholarship is awarded to students arriving at Sciences Po for their first year of studies.

The Émile Boutmy programme can take several different forms:

  1. A tuition grant of €14,720 per year for the three years of the undergraduate programme.
  2. A tuition grant of €9,500 per year for the three years of the undergraduate programme.
  3. A tuition grant of €6,500 per year for the three years of the undergraduate programme.

If you do not validate your academic year, your scholarship will be lost.

If you have been granted a scholarship and decide to defer your admission, your scholarship will be lost.

During the year abroad (third year of the undergraduate programme): scholarship recipients will retain their tuition fee grant.

The Émile Boutmy scholarship is automatically renewed if the student chooses to continue their graduate studies at Sciences Po.

The Émile Boutmy scholarship is awarded to students arriving at Sciences Po for their first year of study.

The Émile Boutmy programme is a tuition grant of €13,100 per year, for each year, which covers part of the tuition fees for the two years of the Master's degree programme.

Émile Boutmy scholarship holders already at Sciences Po: the amount awarded through the scholarship is determined at the time of admission. It may be recalculated on a yearly basis, in accordance with tuition fee increases, when applicable.  

If you do not validate your academic year, your scholarship will be lost.

If you have been granted a scholarship and you decide to defer your admission, your scholarship will be lost.

How to apply

This scholarship is not automatically awarded, to apply candidates must follow the instructions below.

Applicants from foreign secondary schools

Applicants from foreign secondary schools must indicate that they are applying to the Émile Boutmy scholarship in the “Financial information” section of their Sciences Po application.

Please note that we might ask applicants to provide proof of income and documents explaining their family situation (e.g. income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate...).

Applicants from French secondary schools

Applicants from French secondary schools must contact the Admission Office by completing this form, once their application has been validated on Parcoursup. The applicants must provide proof of income and possibly documents explaining their family situation (e.g. income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate...).

Master's level candidates must indicate that they are applying to the Émile Boutmy scholarship in the “Financial information” section of their Sciences Po application.

Please note that we might ask applicants to provide a proof of income and documents explaining their family situation (e.g. income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate...). Applicants must also attach, if applicable, their language test.

Candidates who are currently in deferral can apply to the Émile Boutmy scholarship if they are in one of the following situations:

  • they did not apply to this scholarship in their application form
  • they had applied and obtained this scholarship last year but lost it due to the deferral

In this case, you need to apply to the Émile Boutmy scholarship by filling out this contact form before the deadline. This email should include your CV as well as the following information:

  1. Indicate the country in which you are resident for tax purposes 1
  2. Indicate the country in which you are resident for tax purposes 2 (optional)
  3. Total annual income (in euros) of the household from the year before last
  4. Number of financially dependent children in the household (including yourself)?
  5. Are any of your siblings currently pursuing higher education?

Please note that we might ask applicants to provide a proof of income and documents explaining their family situation (e.g. income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate...).

Deadlines

  • Deadline for undergraduate programme (applicants from foreign secondary schools): 4 March 2025
  • Deadline for undergraduate programme (applicants from French secondary schools): to be confirmed
  • Deadline for master programme: 1 December 2024

No application requests will be accepted after the deadline.

Applicants who are applying via Sciences Po’s online application platform must indicate that they are applying for the Émile Boutmy scholarship in the “Financial information” section of their Sciences Po application if the application deadline has not passed.

Yes it is possible for you to apply to the Émile Boutmy scholarship if your situation matches our eligibility criteria.

Sciences Po takes into account the tax residence (E.U. / Outside E.U.) of the parents and not of the student. For us to take into consideration your country of residence you must be eligible for financial independence. You will find information on financial independence online.

Students whose parents have a tax residence in the E.U. cannot apply for the Émile Boutmy scholarship.

Candidates who are currently in deferral can apply to the Émile Boutmy scholarship by email (at: admissions@sciencespo.fr) if they are in one of the following situations:

  • they did not apply to this scholarship in their application form
  • they had applied and obtained this scholarship last year but lost it due to a deferral

It is not possible for you to apply again if your scholarship request was previously refused.

You have until the scholarship application deadline to provide the applicable language test(s) results.

It is mandatory to pay the application fees. However some applications can be exempted depending on their situations, for further details we invite you to check the Admissions website.

  • For an application at undergraduate level you must provide a proof of income and documents explaining your family situation (e.g. income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate...).
  • For an application at graduate level no additional documents must be attached, however note that we might ask applicants to provide a proof of income if necessary.

In order to calculate your tuition fees, Sciences Po’s system accounts for the total of income earned by the student’s tax household, which is as a general rule composed of the income of your parents.

In case you are eligible for financial independence, your tax household will then only include your own income. You will find more information regarding financial independence on our website.

Only admitted students will have their applications reviewed for the Boutmy Scholarship. Therefore you will first get your admission decision and then get or not a Boutmy scholarship. The results are generally published at the end of June for undergraduate applicants and by the end of April for Master's level applications.

We strongly encourage you to accept the admission offer while waiting for the Emile Boutmy scholarship decision. Should you not be granted the scholarship you will still be able to request a deferral by contacting the Student Services Centre, you will not be able to apply again for the Boutmy scholarship.

Please note that if you request a deferral without waiting for the grant decision, you will not be able to apply again for the Boutmy scholarship.

During your administrative registration, you must declare yourself a Sciences Po scholarship holder in step 2 and upload your certificate in step 5 of registration.

You must simply accept the admission offer and attach your dated and signed certificate in your student portal during your administrative registration.

No, if you have received a Boutmy scholarship as part of your application and admission to the Undergraduate College Bachelor's programme, you will not be able to keep the scholarship for your double degree studies.
